This is a FCS-only head mold. It is one of the Fairy Type SDM heads, and can be ordered with a variety of ears that can be attached to the head via a peg. It was released at Tenshi no Sato in September 2016. The Full Choice Handbook: 2016 by Volks shows the head mold with 18mm eyes. This head was Tenshi no Sato exclusive. It was subsequentialy discontinued on 28JAN2019 at Tenshi no Sato and 31JAN2019 at Tenshi no Mado.
